"The unprecedented spread of Coronavirus Disease 2019 (“COVID‑19”) has led to the wholesale upheaval of every industry in our society, and the conversion of “business‑as‑usual” into a pattern of cautionary behavior informally dubbed the “new normal.” Not surprisingly, construction projects throughout the country have not been spared. Travel restrictions, quarantines, and social distancing requirements are increasingly disrupting supply chains, workforces, cash flows, financing, and the availability of government personnel for permitting and inspections, resulting in increased construction delays, costs, and claims."
