Berger Singerman Expands Tallahassee Team With Addition of C. Sha`Ron James, Former Division Director of the Florida Department of Financial Services

Veteran attorney brings decades of experience in insurance regulation, administrative law, and public policy
Berger Singerman, Florida’s business law firm, is pleased to announce that C. Sha`Ron James, MPA, J.D., has joined the firm as a partner on the Government and Regulatory Team. James brings more than 20 years of experience in Tallahassee’s public and private sectors, specializing in insurance dispute resolution, business re-organization, healthcare, insurance, complex commercial litigation, and administrative and regulatory law matters. She will be resident in Berger Singerman’s Tallahassee office.

James most recently served as the Insurance Consumer Advocate for the state of Florida, where she represented the general public and insurance consumers before the Department of Financial Services, the Office of Insurance Regulation, and the Division of Administrative Hearings in regulatory matters. She was appointed to this role after her tenure as Division Director of the Florida Department of Financial Services’ Division of Rehabilitation and Liquidation, where she directed the operation of over 48 highly complex receivership estates with entrusted assets totaling over $1.4 billion dollars.
Leading a team of 127 employees, as Division Director, James was also responsible for acting as court-appointed Deputy Receiver overseeing the rehabilitation and liquidation of Florida domestic insurance companies and managing all aspects of complex multi-jurisdictional litigation related to insurance company insolvencies, including civil delinquency proceedings, asset recovery and criminal restitution.

James’ private sector experience extends beyond insurance. In private practice, she represented clients in the areas of commercial and residential real estate, foreclosure, bankruptcy, corporate transactions, probate, real property litigation and general civil litigation. Her clients span various industries including construction, real estate development, banking, professional services, and food services.
Throughout her career, she has also invested time in educating the next generation, serving as an adjunct faculty member for Florida A&M University, where she taught students about various areas of law, government and business while introducing them to important public policy issues.
Actively involved in professional organizations, James has held numerous positions with Tallahassee Women Lawyers, the Florida Association for Women Lawyers, the Tallahassee Bar Association, and The Florida Bar. Within the community, she has held leadership positions with the Tallahassee-Leon County Commission on the Status of Women & Girls, PACE Center for Girls – Tallahassee, Refuge House, Oasis Center for Women and Girls, and the National Kidney Foundation of Florida. She has been recognized for her community efforts as a Woman of Distinction nominee by the Girl Scouts of the Florida Panhandle, one of the “25 Women You Need to Know” by the Tallahassee Democrat, and is a recipient of the Pacesetter Distinguished Leadership Award by the Greater Tallahassee Chamber of Commerce.
James received her J.D. from the University of Florida Fredric G. Levin College of Law, and her MPA from the Maxwell School at Syracuse University. James also earned an Advance Project Management Certificate from Stanford University and her B.S. in Economics from Florida A&M University. She is a member of Florida A&M University’s National Alumni Association.
James is the latest in a series of recent high-profile additions to join the firm which has included Eddie Raychaudhuri as Chief Legal Project Management (LPM) and Pricing Officer and Michael Levinson, as partner on the Government and Regulatory Team and leader of the firm’s healthcare practice.
