Brooke is based in Tallahassee and is a Partner and Team Manager of the firm’s Government and Regulatory Team. In her practice, Brooke handles a wide range of regulatory, administrative, litigation, and appellate matters. Her practice areas include administrative hearings, energy and utilities, environmental issues, and government permitting and licensing. Brooke has represented clients in proceedings before all levels of the Florida court system, the Florida Division of Administrative Hearings, and administrative agencies. Brooke is one of few practicing lawyers in Florida who understands the intricacies of power plant and transmission line licensing. Additionally, her extensive administrative, circuit court, and appellate litigation experience allows her to spot issues early in the hopes of avoiding and, if necessary, preparing for litigation.

- Represented electric utilities in the licensing of new electrical generation under Florida's Electrical Power Plant Sitting Act.
